On 15 April, Vehical load inspection station at km 103+800 Highway No.18 has been test in order to adjustment the devices and will officially work at the beginning of June 2009. So after Dau Giay station in Dong Nai, there will be more a modern, convenient, less impacted by human station for detection, good handle of overloaded vehicle and effective protection for bridges and roads coming into work.
Status of overloaded vehicle on roads is very serious as an illness without specific remedy. It’s harmful effects is not only direct increase of the number of serious accidents, but also the destruction of road traffic system. Meanwhile, recently because of the transportation demand of goods to Mong Cai international Border gate, also to other Gates of province, so the traffic of lorries, containers on Highway No.18 is increasing. According to statistic of the first 3 months of year, the number of lorries, containers in Bai Chay bridge is over 50.000 vehicles , on average 600 vehicles/ day , night.
Implementation of document 1882 dated 3 December 2007 of the Prime Minister on the modernization and restoration of pilot operation of 2 vehicle load inspection stations in Dong Nai and Quang Ninh. Works of Quang Ninh station was built at km 103+800-Highway No.18 of Dai Yen Commune (Halong City) on used area of 32.241m2, with total investment capital of 14 billion VND, of which phase I of 8 billion VND. The restoration and modernization of station at km 103+800-Highway No.18 shall go into pilot operation in 6 years to draw experience for control, handle of violation about circulation load regulations on the highway.
The vehicle load inspection station includes: weight in-motion and static weight system to be installed on the two-dimensional run at station. On each dimentional, weight in-motion system is installed in the front of static weight system to select the violation vehicle in doubt, then take informtion into static weight for verification again, also process imperious if any violations.
Mr. Nguyen Minh Tuan, Technician of South East Asia Technologies JSC. (the Bidder installs the equipment of station) said: “The overloaded vehicle through the station will have no opportunities to escape because the information of vehile such as: number plate, images (life and static); the lane and moving, length of the car, the bostler, bostler distance; control information: Weight of axle, vehicle load, speed, time through the station…are recorded. With this specifications the staff of station and staff at static weight station can determine exactly the vehicle needs to be checked again through static weight.
Thus, when the modern station officially put into operation, the problems of overloaded vehicle will be resolved thoroughly. However, to avoid the destruction of roads by overload vehicle, to think the implementation of the load property to make the original resolution, monitoring of load from the loading of goods on vehicle or from the enterprices.
